NATOs Secretary General Jaap De Hoop Scheffer said today (18 October) the north Atlantic organization and its member states would have double role to play after the political status of Kosovo is resolved by UN, referring to troop presence helping the security aspects but also in a longer term of helping on building future local security forces.
If you discuss security situation in longer term, NATO has a lot experience on mentoring and training. So I could very well imagine that NATO in that sense would play a role, De Hoop Scheffer told reporters, at a joint press conference with UN special envoy Martti Ahtisaari.
The former Finish president is tasked by the UN to present his proposal on the Kosovo status, which is about to include as well the security aspects; the role of NATO and the local Kosovan security forces.
Ethnic Albanian leadership insists Kosovo, which is likely to split from Serbia and become independent, must have its own army and insist that is should be created through transformation of present civil emergency force, Kosovo Protection Corps (KPC) which is comprised many of former guerilla fighters of Kosovo Liberation Army (KLA), which fought against Serbian police and army, during he 1998-1999 war.
