In an exclusive interview given for the newspaper “Ballkan”, the Political Spokesman of the Albanian National Unification Front, Gafurr Adili has explained thoroughly why the case of Kosova is particular, while Europe is trying to present this as its own problem. After him, if “the plan A” (which foresees the application of Ahtisari’s package) fail, Plan B will be brought into force, the proclamation of Independence of the Parliament of Kosova and the individual recognition of Kosova as an independent and sovereign state by certain states. He hesitates not to fling accusations at the official leadership of Kosova, expressing that this is represented by a servile and corrupt political caste

1. How do you explain the decision for the delay of the status of Kosova still for
four months?
Kosova has become a stumbling block in the global politics. For example Russia, which had itself the courage in the beginning of ‘90-ies to decompose the Soviet Union, actually is using the card of Kosova as a trump for reaffirming in the world leadership. Some states use the Kosovar file according to their narrow utilitarian interest, for example states with minorities, as Romania or Spain are expressing reticence because of the fear lest the Kosovar model serves as reagent for the separatist movements. But in reality, how the high spokesmen of the American politics have stressed, KOSOVA is a particular case.
Where is the particularity?
Kosova enjoyed in the Yugoslav Federation a federative status, which would mean that it had all the political elements for a state – the political borders, the government with all ministries, links and international agreement, the representation in the federative presidency and government, so on. Beside this, Kosova is a particularly case also for the fact how it was treated by the official politics of Milosevic. Choosing the road of the extreme national-chauvinism that led to massive genocide, Serbia has lost forever the right to pretend a new cohabitation. More than this, if we take into account the fact that we have in Belgrade a continuity of the politics of Milosevic, the cohabitation would be the insanity of the century. They still don’t have the courage in Belgrade to apologize and more, as irony, they appear as victim. And, on the end, it must be stressed what it is not said: Serbia provoked the international community and lost the war. And it is known, for the looser there is always a tribute, are sanctions. Serbia has lost Kosova for eternity.
Some voices say that the international community has erred with the resolution 1244?
Of course, Serbia, as a defeated state, ought to be not a part in negotiations. The decision for the independence of Kosova ought to be taken immediately after the end of the war. The remissness of the problem gave time to Serbia to lobby in front of the European chancelleries and to achieve this with success. But, if the independence of Kosova is not for negotiation, the stoppages tension the situation in the region, devaluing the prestige of the politics of the international community. Here is the place to stress that only USA have a constant politics converging to the principles of the self-determination of peoples that aspire to freedom and democracy. USA have stressed more than once that there is no other alternative except the independence. Attitudes for independence of Kosova have held also England, France, Germany, Italy so on.
Not all the states judge in this manner?
Unfortunately it is true, not all the states are judging objectively and right. How it was stressed above, some states have reserves for utilitarian reasons, because they have minorities and are against. Maybe some other states are terrified of the Russian threat. And some other are led by the Pro-Slavic Orthodox traditionalism that sees Russia as motherland. In this way, for example, an inconstant attitude. In high circles, they accept the Ahtisaari Package and then they ask what is within the content of this package. So they refuse it. According to our belief, this is happening because the democracy in Greece is fragile, because certain segments of state are dominated by chauvinist circles. It is a known fact that the Greek orthodoxy is identified with Greek State. Of course that this is a retrogressive medieval philosophy.
On the other hand, even if many minorities are living in Greece, the official politics ignore them and present Greece as unique nation, so as a nation without minority, using the alibi that allegedly others have debits. So bore the tale of Vorio Epir.
What do you want to say with this?
I want to say with this that a state called Epirus existed at some time in the antiquity and according to the chronicles this was simply an Illyrian state, as Dardania. If Epirus wouldn’t have been an Illyrian state, the National Hero of the Albanians, SKËNDERBEU, hadn’t called himself Epirot in the letter directed to the prince of Tarantos.
But the Turkish, Macedonian, Hebrew, Romanian minorities are negated in Greece.
It is known that an Albanian minority called arvanitas is living in Greece, with vital contributions for the history of the independence of Greece. Greece is not recognizing and will not recognize that genocide has been committed upon the Albanian Cham population, that the Cham population has been with Greek citizenship and the right of return of the Greek nationality and the return into their own territories and proprieties in Chameria belongs to them. But the most ridiculous part of this politics is the Law of War with Albania. Greece follows the politics of two standards for the same problem. It has removed the law of war with Italy that had attacked Greece, while it has preserved the law of war until today towards Albania that didn’t existed then as independent state.
Why it has done this?
In order to have a “casus belli”, a pretext for squabble or also for war, but this democratic state is brawling also with Turkey and with Macedonia. Time has come, all to pull their weight for what they have done and the evil to return to that who had done it. The states of Balkans are all little, weightlessly in the international arena, but all in Greece are in vein to think that Greece is the superpower of the Balkan. As an irony of fate, Kosova with an Albanian-speaking population of 95% is named “multiethnic”, while Greece and Serbia are not named multiethnic. Why is happening this? It is paradoxical, ridiculous unprincipled attitude. It is grievous this difference, this discrimination in the global politics. In Kosova, Serbian minority wins with Ahtisaari Package rights unseen before. In essence, the Ahtisaari package deals with the rights of Serbian minority than the rights of Albanian state-forming majority. So, Kosova is not at all a case without precedent, but the unlimited rights of the Serbian population are a case without precedent.
But, the international community opens with this attitude the “Pandora’s box”, because Albanians in Presheva Valley and in Sanxhak, Albanians under Macedonia and under Montenegro will demand the same rights. This will be a front of out war with democratic means.
But is Serbia a unique national state?
The answer is known. In Serbia are living Hungarians, Romanians, Albanians, Croats, Gypsies, Turks, so on, but Europe doesn’t find attractive that this state to be named multiethnic. Why? Because this is a mangled creation emanated from them. But the Albanians have the head on their shoulders, they see and hear what does Europe and compares its politics with the American politics and side justly with the latter one.
Why Kosova with more than 95% Albanians must be multiethnic ?
Maybe they begin from the fact that Serbs pretend Kosova to be “Stara Serbia” (Old Serbia) ?! The churches and the monasteries, for which Priest Sava insist, have been in Kosova since the time of Saint Paul, when Serbs were still living on the other side of Urals. While the battle of Gazimestan as an argument for the ownership on Kosova is archaic and foolish. Serbs have to be the single people in the world that are celebrating the losses. We don’t have to be astonished that also the war with NATO to be celebrated there the war with NATO. Make no mistake, the future generations in Serbia will hide their head of shame for the foolishness of their predecessors. The democracy will knock sometimes on the door also there. Surely then the democratic Prime ministers and the free word will not be killed anymore. We wish this day come with rapidity for Serbian people. The delay of the status of Kosova is a common continuation.
Why is happening this?
It was said in the beginning that the status of Kosova would be defined on the end of year 2006 through a substituting resolution of Resolution 1244 (that calculates Kosova as an integral part of Serbia), act that will break off the Serbian sovereignty on Kosova. This didn’t happen, on the contrary, then it was promised to the Albanian people of Kosova that this has to occur no more than on the end of March 2007. Both in March this did not happen and it was said to the people that this will happen in June and now in June again it was said that the resolution of the status of Kosova would be delayed also for four months. The Albanian National Unification Front (ANUF) has advertised since the ANUF Second National Convention (held on 16 September 2005 in historic Prizren) that Kosova, before becoming an independent and sovereign state, can easier and faster reunify with the Republic of Albania. We published this conclusion (September 2005) immediately after the Second National Convention of ANUF through an interview in the very prestigious newspaper “Epoka e Re” of Prishtina. How just and dignified would have been our ascertainment, it was ignored by the Albanian official politics of Tirana, Prishtina and Shkup, was opposed and fought, not only in an open mode, but also in the most perfidious forms of the backstage and back-rooms against national reunification by those who had the task to manipulate the people until that scale, where the Albanian people feels revolt, because the endurance and the extreme poverty fallen upon the Albanian people of Kosova have come to an end. This represents a permanent danger to that has to explode as the volcano and then the Balkans “powder keg” will return in a hearth of war and will explode. We have never to forget that the Balkan War and maybe more than this also the First World War and the Second World War begun from the Balkan conflicts. So, the geo-politics in Balkan has many problems, because here are interlaced many interests of those who have their strategic interests in Balkans.
2.The attitude of Russian veto can influence in the composition of the new resolution?
If Russia (in the Council of Security) will use veto, then we have a new resolution for Kosova replacing the UN Resolution 1244 with a resolution according to the proposal of Martti Ahtisaari. Then Plan A of the definition of status of Kosova would fail and Plan B of the status of Kosova will be put into application the Plan B, the proclamation of Independence of the Parliament of Kosova and the individual recognition of Kosova as an independent and sovereign state by certain states one after another. If Russia would use the veto, then its political game in a global scale will be over, because Russia took then the responsibility for everything what had to happen in Balkans. I don’t believe that Russia will do this, because also Russia is conscious that the Ahtisaari Package is very advantageous for Serbia, but everything what Russia and Serbia are doing are their political-diplomatic games that in the next negotiations midis Prishtina and Belgrade to demand and in general they could also to achieve, they want to profit more than they did in the last negotiations in Vienna. And I think they will realize this, because Kosova is represented by those that don’t have mandate for this neither by the Parliament and nor by the Albanian people of Kosova. Somebody eating the big pieces of meat has crossed their bows and then say that you have done corruption because you lapped the bones of the meat ate by is. So, Kosova is represented by a servile and corrupted political caste, which has put its low-down interests on the major interests of Kosova. Nevertheless, Kosova has its own sons and daughters that close up the ranks and it is waited very rapidly to take into the hands the fate of Kosova.
3. Why Serbs alarm because of the proclamation of the status of the independence of Kosova?
Serbs not only that alarm, but they achieve not to convince that they lost not only the actual Kosova, but they will loose also the Eastern Kosova (Presheva, Medvegja and Bujanoc) and Sanxhak, because they are learned the others to work and they (Serbs) to build and to live from the terrestrial and subterranean wealth of the Albanian territories of the Natural Albania. Serbs have to convince that the time of classic conquests and of colonies is ended also in the Southern Africa and it’s time of the end of the classical conquests and colonialism also in Balkans, because if we really want to have a stabile, quiet United Europe in peace, this peace and stability has to be created in the Balkan “powder keg”. And this is achieved only by creating the ethnic states in Balkans as: Ethnic Albania, Ethnic Bulgaria, Ethnic Greece and why not also Ethnic Serbia.
4. Will be achieved the integration of the Balkans in the European Union and when?
Before speaking about European Union, I believe that the European Union can not consolidate never ever how it is now. The United States of America (USA) are created by the unification of people and now we have an American nation-state, while in the case of the European Union, we have the unification of different nation-states. Their unification will represent in the future a very serious problem, how it was the refusal of the Constitution of the European Union by French nation-state, because the war of concurrence and their domination on little nation-states exist between the great nation-states (France, Germany, Italy, Spain, Great Britain). A question appears: why Turkey is not accepted in the European Union?!
I hear many “analysts” that say allegedly is a state-nation with a Muslim population, nothing real, because a Turkey with Muslim majority in front of that Christian population of the European Union will be a minority, but my opinion is that Turkey is not accepted in the European Union only because of the fear that the sixth nation-state with high economic and military potential will be ranked within the European Union. Then, the European Union doesn’t have decision – making organs and all its institutions are organs giving advises and don’t have executive decisions and always we have divergences. However, these are the affairs of the European Union and are not our affairs, because we are not interested not only the integration of Balkans, but the integration of Albania in this European Union and I will express here the attitude of the Albanian National Unification Front (ANUF), as it is continued below:
-The European Union needs time until achieving to consolidate, and it might happen that until to achieve to consolidate, also to break down.
-Even if it achieve to consolidate, we don’t know how much time will exist, because also during the history we had such unions (Byzantine Empire, Roman Empire, USSR, FSRY) which are brought down.
-If the Albanians would integrate in pieces in the European Union, firstly being not integrated in the beginning in a nation-state with name Albania, at any time when this European Union broke down, Albanians got out in the same manner how they had entered in this European Union.
-With a nation – state (Republic of Albania) 3-4 million residents, Albanians can not be a nation-state balanced with other bigger nation-states (Greece, Bulgaria, Serbia and Croatia) on the Republic of Albania. So, the Albanian National Unification Front (ANUF) demands that the we the Albanians (not only here in Republic of Albania, but in all the provinces of Natural Albania) loose not time, allegedly for fulfilling the standards demanded in order to integrate in the European Union. It would be good to work for the nationwide Albanian integration in a nation-state with name Albania that would be balanced with other nation-states of the Balkans. After our nationwide Albanian integration in a nation-state 8-10 millions will follow the other integrations, irrespective if they are Balkan or euro-atlantic integrations, after taking the approval of the people through the most democratic form, popular referendum. We are more than sure that also the demanded standards we would fulfill easier and rapidly, because we would be a nation-stare with a high human and economic potential, because what actual Albania doesn’t have, it has Kosova and Pollog and what Kosova and Pollog don’t have, it has actual Albania.
5. Once again, why are Albanians pro-American?!
I think there are some reasons why Albanians are appreciating the official politics of Americans, but I would remember two reasons, which are essential for my opinion:
The first reason is historic, because when the Old Europe legislated the conquest and annexation of the Albanian territories in the Conference of the Ambassadors of London (1913), it was the American Wilson opposing to this legislation of the conquest and colonization of the Albanian territories.
The second reason is factic, because when the Serbian criminal machinery (1998-1999) exiled with violence and genocide more than a million Albanians, it was the American determination for military intervention on Serbia and the return of the Albanian of Kosova at their ancestral hearths and houses, while the Old Europe hesitated also this time, in the same manner how it is hesitating now and is scissions in these moments when the status is discussed. So, as long as the Old Europe was enacted the choping of the Albanian territories, today the same Europe that is not ready to ameliorate its mistake, on the contrary, it continues to see Albanians as its enemies, even if they are part of Europe and doesn’t stretch the warm hand. And Albanians find this warm hand only at the United States of America, so it is a matter of course and very logic that Albanians are how they are, pro-Americans.
6. The idea that you could candidate for President of Republic of Albania came in an interview in the newspaper “Ndryshe” of Tirana. Will you candidate?
In principle, I didn’t demand such a thing, because as a jurist I know the law of the Albanian state for President, but how I understand, this was done in order to sensibilize the Albanian politics, because the figure of the President is not only statal, but also national. Maybe the law for the election of the President will have also this clause. My name came into circulation from the ANUF leading structures, but now the things are clear. I hope that Albanians to have a representative President not only of the interests of motherland’s strata, but also a figure with nationwide dimensions. And patriotic personalities in the Albanian spaces of Ethnic Albania and in the Albanian Diaspora are and will always be.
